Các sản phẩm thuốc lá mới: ảnh hưởng sức khỏe và bài học kinh nghiệm từ một số nước trên thế giới

Mục tiêu: Tổng quan tài liệu về các sản phẩm thuốc lá mới và một số ảnh hưởng của các sản phẩm thuốc lá mới đến sức khỏe cộng đồng và bài học quản lý các sản phẩm thuốc lá mới từ một số nước trên thế giới.
Phương pháp: Sử dụng nguồn cơ sở dữ liệu khoa học từ các nguồn: PubMed, Science Direct, WHO, US CDC, GGTC (Global center for good Govermance in Tobacco control),với các từ khóa: Electronic nicotine device systems (ENDS), E-cigarette, Heated tobacco products, E-cigarette affect health, Heated tobacco products affect health, e-cigar, e-shisha, shisha. Tổng số có 29 tài liệu có nội dung liên quan đến các sản phẩm thuốc lá mới được sử dụng trong bài viết.
Kết quả: Các sản phẩm thuốc lá mới trong đó có thuốc lá điện tử và thuốc lá làm nóng đã thể hiện rõ những ảnh hưởng tiêu cực tới sức khỏe người sử dụng. Đến tháng 10 năm 2019 đã có 42 quốc gia cấm bán thuốc lá điện tử, trong đó có 5 nước tại khu vực ASEAN.
Kết luận: Dựa trên bài học kinh nghiệm về quản lý các sản phẩm thuốc lá mới ở các nước trong khu vực và trên thế giới, Việt Nam cần xây dựng khung hành lang pháp lý chặt chẽ nhằm kiểm soát tối ưu tác hại của các sản phẩm thuốc lá mới theo khuyến cáo của Tổ chức Y tế thế giới, cụ thể là cấm hoàn toàn việc buôn bán, sử dụng thuốc lá điện tử và quản lý thuốc lá làm nóng như thuốc lá truyền thống.
